Check out KatMouse (http://ehiti.de/katmouse/). I’ve been using it for a couple years and I love it.
(Note: It seems to cause problems with Firefox 3.6, so if you use FF3.6, you’ll need to set KatMouse to ignore firefox.exe.)

Alessandro, I added a video to demonstrate the behaviour. Have a look.
I did notice that when I had two open Firefox windows, I could scroll the inactive (non-focused) one. So maybe scrolling non-focused application windows is possible, but only as long as you stay within a single application instance?

About the scrolling:
It works on windows for me. I’m doing it right now, messenger opened, and scrolling with the mouse wheel on the browser window.
